*Item 3.5.*

E~
River

Police Department

MEMORANDUM

TO:
FROM:
DATE:
SUBJECT:

Mayor and City Council
Jeffrey A. Beahen, Chief of Police
2- 1-05

Request to purs:hase new squad cars

The 2005 budget was approved to include four patrol vehicles and one unmarked squad for
the next Captain's position.

We have obtained the following vehicle pricing.
2005 Crown Victoria (3-marked black and white, 1-plain unmarked for patrol)
Elk River Ford:

Marked:
Unmarked:

$21.896
$21,509

Total: $87,197

Superior Ford (State Contract):

Marked
Unmarked

$21,180
$20,793

Total $84,333

There is a difference of $2,864 between the local price, and the State Contract price at
Superior. Although we try to stay locally, I believe that the difference is significant and unless
the Council suggests otherwise, I would request that we purchase the squads via the State
Contract at Superior Ford.

Polar Chevrolet (State Contract):

The second pricing obtained was for a Chevrolet unmarked vehicle at Polar Chevrolet in
White Bear Lake-who has the State Contract price which for a 2005 Chevrolet Impala is
$14,916.40. No local dealer is able to match this price. I request permission to purchase the
unmarked at Polar Chevrolet.

Once the vehicles have arrived, they will be equipped and transferred into service as outlined
in the Police Department 2005 budget.
