<br />rei ~'\) <br />( ); <br />tlil <br /> <br />INFORMAnON <br /> <br /> <br />MEMORANDUM <br /> <br />River TO: <br /> <br />Mayor & City Council <br /> <br />FROM: <br /> <br />Pat Klaers, City Administrator <br /> <br />DATE: <br /> <br />January 19, 1999 <br /> <br />SUBJECT: January 12 School Board Meeting with <br />Area City Councils and Township <br />Boards <br /> <br />On Tuesday, January 12, 1999, 7 p.m., at Elk River City Hall, the School <br />District 728 Board held a meeting with all of the city councils and township <br />boards within their district boundary. Livonia, Hassan, and Big Lake <br />Townships were represented as were the cities of Dayton, Otsego, <br />Zimmerman, and Elk River. <br /> <br />. <br /> <br />Mayor Stephanie Klinzing and I were in attendance on behalf of the City <br />Council. A City Council meeting was scheduled in case a quorum of the <br />council was present, but since a quorum was not in attendance, we do not <br />consider this meeting with the School Board to be an official council meeting. <br />Accordingly, these notes, and not City Council minutes, are offered as a <br />summary of the discussion. <br /> <br />School Board Chair Mary McDevitt-Kraljic opened the meeting and <br />welcomed everyone in attendance. Dr. Flannery then offered a few comments <br />on the School District's comprehensive plan (see attachment). His <br />presentation centered on the growth in the district and the pressures this <br />growth is putting on the school district for additional facilities. It was noted <br />that the cost to the taxpayer for school facilities has remained constant as a <br />percentage of total taxes paid (20%) and this is expected to remain constant <br />in the future. Additionally, it was noted that the proposed school facilities <br />will eventually be needed regardless if it is in three or four years depending <br />on the rate of growth in the district. It was stated that approximately <br />$100,000,000 worth of capital improvements are going to be proposed to the <br />voters in the next few years by way of a referendum. <br /> <br />. <br /> <br />Mayor Klinzing offered some comments regarding her concerns over the rate <br />and type of growth the district is experiencing and offered her support in <br />helping to ensure that Elk River does its part to provide balanced, well <br /> <br />13065 Orono Parkway · P.O.
