Every few years, the City Council has some discussion about
whether terms should expire on December 31 or on January 1 of the
following year, if members continue to serve until a replacement is
appointed, and whether the new or old council should be conducting
interviews and making appointments.

Mter visiting with Paul on this topic, I know that he has some ideas that he
wants to share with the Council.

In addition to discussing the above noted topics, it may be appropriate for the
City Council to reconsider its approved policy on board and commission
appointments. Please see the attached material which was adopted by the
City Council in 1993. One issue in particular that causes some problems is
when the City Council "knows" that it wants to reappoint an existing board
and commission member without going through the interview process.
Maybe a statement to that effect could be added to give the Council more
flexibility, or the Council may want to completely reconsider the appointment
policy.

.

13065 Orono Parkway · P.O.
