She felt lights were needed for safety reasons and to assist with an increased number of incidents <br /> caused by juveniles in the park. <br /> Police reports only show an August incident for loud music which happened with a parent present at the <br /> basketball court. The lack of reported incidents indicates no problems with criminal or suspicious <br /> activities in the park. <br /> Elk River Municipal Utilities estimated installation costs at$8,500.
