Park dedication shall be paid in the form of cash for 2.94 acres at the City Council established rate <br /> when the subdivision is released for recording. The current rate is 8% of the county assessed <br /> value which equates to $17,925 for this application. Staff will determine the final amount when <br /> the plat is released for recording. <br /> Background/Discussion <br /> Serrano Brothers Catering has submitted an application to plat the Elk Path Business Center 6th Addition <br /> to construct a 9,322 square foot freestanding restaurant. The plat will consist of Lot 1 (2.94 acres), and <br /> Outlot A (3.14 acres). Only Lot 1 is eligible for park dedication. The Outlot is not subject to park <br /> dedication but will be when plated for development. <br /> Parks and Recreation Master Park Plan <br /> In Elk River,residential development within the urban service area is at a density that will support a <br /> neighborhood park at a 10-minute walking distance, or a half-mile service radius. Most areas are well <br /> served. Because the urban service area is largely developed with little vacant land available to create new <br /> parks,emphasis will be on improving connectivity to existing parks and providing basic neighborhood <br /> park facilities as undeveloped parks become developed.
