L <br /> Eiof <br /> kk , Memorandum <br /> Rive <br /> To: Parks and Recreation Commission <br /> From: Michael Hecker,Parks and Recreation Director <br /> Date: September 14,2016 <br /> Subject: Community Center/Park Projects Referendum Update <br /> The City Council had a work session on Tuesday,September 6 to discuss the list of recommended <br /> park projects for the referendum. The consensus was for the following park improvement projects <br /> with a total amount not to exceed 2 million: <br /> • Skate Park($350,000) <br /> • Splash Pad ($650,000) <br /> • Orono Parking Lot ($400,000) <br /> • Orono Restrooms ($250,000) <br /> • YAC Restrooms ($250,000) <br /> • Hillside Trail Redevelopment ($100,000) <br /> The work of the Community Center Steering Committee is complete with the recent adoption of the <br /> Community Center Feasibility Plan. The plan adopted by City Council will be passed out to <br /> Commission Members on September 14. It is currently available on the city website The <br /> recommended site is the Orono Park/Dave Anderson Athletic Complex. Concepts of this site are <br /> attached. <br /> City Council approved a resolution to place two ballots on the November 8 General Election. A <br /> copy of the ballot proof is attached to this update. <br /> • Ballot Question One is for an amount of$30 million to provide funds for the community <br /> center and park improvement projects outlined above. <br /> • Ballot Question Two is for an amount of$4 million to provide fund for a year-round <br /> programmable athletic space <br /> In a two-part referendum,voters will first be considering a$30 million bond question.Within that <br /> proposal,the city is requesting$28 million to finance the community center. As part of the $30 <br /> million question are the park improvement projects for$2 million. The money to remove the <br /> softball fields at the Dave Anderson Athletic Complex is included in the $28 million. A second <br /> question in the Nov. 8 referendum will ask voters to approve up to an extra$4 million for financing <br /> a separate,year-round,enclosed,athletic facility with field space.
