Eclty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 8.5 <br /> Agenda Section Meeting Date Prepared by <br /> General Business August 15, 2016 Michael Hecker, Parks and Recreation Director <br /> Item Description Reviewed by <br /> Resolution: Determining the Issuance of Bonds and Cal Portner, City Administrator <br /> Calling a Special Election Reviewed by <br /> Action Requested <br /> Adopt,by motion, a resolution determining the necessity for the issuance of general obligation bonds and <br /> calling a special election. <br /> Background/Discussion <br /> City Council discussion on August 1, 2016, provided direction for a referendum on November 8, 2016, to <br /> issue bonds for the construction of a multi-purpose community center and park improvement projects <br /> not to exceed$30 million. The Council also discussed the need for an indoor athletic facility with <br /> synthetic turf. The indoor athletic facility with synthetic turf would be a second ballot question,if <br /> question 1 is approved, for amount not to exceed$4,000,000. <br /> The Parks and Recreation Commission originally recommended a total of$4.6 million in park projects <br /> but the City Council directed that the Commission narrow the list of park projects to $2 million for a <br /> referendum. The Commission reviewed the list of projects at the August 10 meeting and recommends <br /> the following projects with a total amount not to exceed $2 million: <br /> Skate Park ($350,000) <br /> Splash Pad ($650,000) <br /> Orono Parking Lot ($400,000) <br /> Orono Restrooms ($250,000) <br /> YAC Restrooms ($250,000) <br /> Hillside Trail Redevelopment ($100,000). <br /> Written notice must be provided to the county auditor by Friday,August 26. <br /> Financial Impact <br /> This will become two ballot questions to authorize an amount not to exceed $34 million in General <br /> Obligation bonds to pay for the construction of a multipurpose community center, an indoor athletic <br /> facility and park improvement projects. <br /> Attachments <br /> ■ Resolution for the issuance of bonds and a special election <br /> POWERED 6T <br /> A IR <br />
