City of
Elk —
River
Request for Action
To
Item Number
Mayor and City Council
8.2
Agenda Section
Meeting Date
Prepared by
General BusinessJuly
18, 2016
Michael Hecker, Parks and Recreation Director
Item Description
Reviewed by
Woodland Trails Park Master Plan
Cal Portner, City Administrator
Reviewed by
Tim Sevcik, Park Superintendent
Action Requested
Accept, by motion, the Woodland Trails Park Master Plan.
Background/Discussion
The Parks and Recreation Commission recommended approval of the Woodland Trails Park Master Plan
at their July 13 regular meeting. The Commission held a special meeting on July 6 to review the plan and
made a few minor changes. The attached Master Plan is the fourth and final draft that is being presented
to City Council for adoption.
The first draft of the plan was presented to the Commission at their June 8 regular meeting. Changes
were recommended and various drafts were worked on by Commissioners and staff during the month of
June to make the Greater Minnesota Regional Parks and Trails Commission (GMRPTC) deadline date of
June 30, 2016, for master plan submittals. This was the deadline date for designation -pending facilities
such as Woodland Trails Park to allow for full scoring evaluation, and designation as a regional park. It
should then be eligible for funding in the state's next fiscal year.
Woodland Trails Park was given a "high" ranking in the application process last year for designation as a
regional park through the GMPRTC. A master plan was required to complete the full scoring evaluation.
The consultant for the Master Plan is HKGI. Paul Paige from HKGi will provide a presentation of the
Master Plan process at the July 18 City Council meeting.
Any significant changes to the Master Plan requested by City Council may be submitted to the GMPRTC
for inclusion.
Financial Impact
N/A
Attachments
■ Woodland Trails Park Master Plan FINAL draft
P a w E A E U s r
NaA f RE]
