The size, configuration,and uses of the park are will be <br /> discussed at the work session meeting on July 13,2016 after the regular meeting. If the acreage size is <br /> something different than recommended, staff will bring that forward to the City Council. <br /> Recommend,by motion,park dedication for the Final Plat of River Park 4th continues to be as follows: <br /> 1. Park dedication shall be accept in the form of 4.70 acres of land, and; <br /> 2. Park dedication, for 55 lots, shall be paid in the form of cash. <br /> Background/Discussion <br /> Paxmar is proposing to continue the River Park Development with the 4th Addition. The plat includes 55 <br /> single-family homes and proposes 4.02 acres of park land to be combined with 2.07 acers when the Miske <br /> Meadows develops directly to the east creating a 6.09 acre park. <br /> Parks <br /> Park dedication for the original River Park development was approved to be a combination of land (4.7 <br /> acres) and cash. The city has not received any of the 4.7 acres of land for the park. The land and cash <br /> will continue to be collected as phases are developed. <br /> Parks and Recreation Master Park Plan <br /> In Elk River,residential development within the urban service area is at a density that will support a <br /> neighborhood park at a 10-minute walking distance, or a half-mile service radius. Most areas are well <br /> served. Because the urban service area is largely developed with little vacant land available to create new <br /> parks, emphasis will be on improving connectivity to existing parks and providing basic neighborhood <br /> park facilities as undeveloped parks become developed. The general proposed park location will satisfy <br /> the half-mile service radius need establish by the master plan. <br /> The master plan indicates a need for pedestrian connections to the school site. Sidewalks are proposed to <br /> be installed along both sides of Ivanhoe Street,which is adjacent the proposed park land.
