Park dedication shall be paid for 8.65 acres at the rate applicable when the subdivision is released <br /> for recording. The current rate is 8% of the county assessed value. ($60,286) <br /> Background/Discussion <br /> Sherburne County has submitted an application to plat the Elk Path Business Center 5th Addition for <br /> their government center expansion. The plat will consist of Lot 1 (32.13 acres), Outlot A (8.25 acres), <br /> and Outlot B (33.89 acres). The Outlots are not subject to park dedication. <br /> Only a portion of Lot 1 (32.13 acres) is eligible for park dedication. The existing office building land is <br /> 21.19 acres in size and is developed. Elk Path Business Center 2nd L1 B1 is 2.29 acres in size and has <br /> already been collected on. The remaining 8.65 acres is eligible for park dedication. The current park <br /> dedication rate is 8% of the county assessed value of the property ($87,119/acre). <br /> Parks and Recreation Master Park Plan <br /> In Elk River,residential development within the urban service area is at a density that will support a <br /> neighborhood park at a 10-minute walking distance, or a half-mile service radius. Most areas are well <br /> served. Because the urban service area is largely developed with little vacant land available to create new <br /> parks, emphasis will be on improving connectivity to existing parks and providing basic neighborhood <br /> park facilities as undeveloped parks become developed.
