<br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Mayor and City Council 7.8 <br />Agenda Section Meeting Date Prepared by <br /> <br />Public HearingsJune 20, 2016Brandon Wisner, Stormwater Coordinator <br />Item Description Reviewed by <br />2015 National Pollutant Discharge Elimination Cal Portner, City Administrator <br />(NPDES) System Annual Report <br />Reviewed by <br /> <br /> <br />Action Requested <br /> <br /> <br />1.Open public hearing to take comments on the city Stormwater Program. <br /> <br />2.No other action required. <br /> <br />Background/Discussion <br /> <br />The City of Elk River is regulated as a municipal separate storm sewer system (MS4) under the National <br />Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency (MPCA). <br />This permit was reissued in 2013 and will expire in 2018 as it runs on a five year cycle. <br /> <br />The permit prescribes goals in the following categories: Public Education and Outreach; Public <br />Participation and Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff <br />Control; and Pollution Prevention and Good Housekeeping. <br /> <br />The city is required to hold an annual public hearing to receive feedback on the stormwater program. <br /> <br />The following goals were met by the city in 2015: <br /> <br /> <br /> <br />Staff has made progress planning for future projects related to nutrient reduction goals for Lake <br />Orono. <br /> <br /> <br />Continue to investigate potential sources of illicit discharges. <br /> <br /> <br />Cleaned out 2 city stormwater basins that had exceeded treatment capacity, one of which had <br />contaminated soils. <br /> <br />In 2016, water quality samplings will continue for the Lake Orono sub-watersheds in an effort to identify <br />future projects for the required nutrient reduction goal. Public Outreach will expand in order to educate <br />the public on varies water quality topics. Staff will continue to identify public and private partnerships to <br />achieve collaborative goals. Lastly, in 2016, staff has already completed the MPCA audit with all positive <br />scores. The MPCA audit takes place every 5 years, once every permit cycle. <br /> <br />Financial Impact <br /> <br />There are no financial impacts associated with the action requested. <br /> <br />Attachments <br /> <br /> <br /> <br />None <br /> <br />
