Recommend,by motion,park dedication for the Final Plat of KAF Acres be as follows: 1. Park dedication, for 3.28 acres, shall be paid in the form of cash at the commercial rate at the time of recording. Background/Discussion Case Number P 16-06 The subject property is west of Waco Street NW and south of Highway 10 and is zoned C-3 Highway Commercial with minimum lot sizes of one acre. The parcel is currently an outlot,which is undevelopable per the ordinance. In order to build a new billboard,the property needs to be platted. The minimum lot size for a parcel to support a billboard is one acre. The applicant will be removing their old wood billboard sign and replacing it with a new digital compatible sign. The new sign will be located on a different area of the property away from the pond,to the berm,and out of the wetland buffer zone. Parks and Recreation Master Plan The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, recreation facilities should be developed when 300 or more households within cluster developments or on lots less than 2 acres are located within 1.5 miles of the park.The subject property does not meet this requirement. Therefore,staff recommends the Parks and Recreation Commission recommend Park Dedication be in the form of cash.
