Provide direction on supplemental safety measure on CSAR 1. <br /> Background/Discussion <br /> Attached is a grade crossing signal installation agreement from the BNSF for work associated with the <br /> installation of 4-quadrant gate systems at Main Street and Jackson Street. The agreement details initial <br /> construction costs of$1,918,562 which would be paid for by the State of Minnesota. Elk River will be <br /> responsible for annual maintenance costs of these systems starting the year they are put into operation. <br /> The annual maintenance cost is estimated to be $40,029 for the two systems combined. <br /> Since the State of Minnesota has covered the cost for installation of a 4-quad gate system at Jackson <br /> Street, this has reduced the initial estimate for costs related to establishing a quiet zone from $1,350,000, <br /> back to the original estimate of $500,000. A $500,000 project includes wayside horns at the CSAR 1 <br /> crossing and previously discussed supplemental safety and alternative safety measures at the remaining <br /> crossings. At the March 41h meeting, the Council asked staff to return to a future meeting to review the <br /> project budget and financing so as to possibly consider installing a supplemental safety measure at CSAR <br /> 1 at this time instead of the wayside horn. <br /> Financial Impact <br /> The estimate for implementation of a quiet zone has returned to $500,000 as discussed before the need to <br /> add a 4-quadrant gate at Jackson Street. This is lower than currently included in the Capital Improvement <br /> Plan (CIP) estimate of$1,350,000. The CIP,identifying the larger project size, shows $500,000 of the <br /> costs being funded from the Street Improvement Reserve thus being sufficient to cover the anticipated <br /> costs of the current project scope. The remaining$850,000 was shown to have been funded with <br /> revenue from the Municipal liquor store enterprise fund to be repaid with tax levy line item over a ten <br /> year period. <br /> Costs for the wayside horn system at CSAR 1 have been included in the project estimate at$150,000. It <br /> is anticipated that a supplemental safety devise at CSAR 1 would be around$1,000,000. This amount, <br /> less the costs for wayside horns,would increase the project cost by$850,000 bringing our estimate back <br /> to the CIP detailed $1,350,000. <br /> POWERED 6T <br /> AR <br />
