Et if Request for Action
River
To Item Number
Housing and Redevelopment Authority 8.1
Agenda Section Meeting Date Prepared by
Workshop April 4, 2016 Amanda Othoudt,EDD
Item Description Reviewed by
Tax Forfeited property discussion Cal Portner, City Administrator
Reviewed by
Action Requested
Discuss interest in pursuing the purchase of tax forfeited property from Sherburne County.
Background/Discussion
Staff has received information from the Sherburne County Auditor-Treasurer's office of a Tax Forfeited
property for sale located at 18584 Troy Street.
Tax forfeited parcels are properties on which delinquent property taxes were not paid, title to the land
and buildings was forfeited and title is now vested in the State of Minnesota. Following a review period
per Minnesota statutes, these properties are classified and open first for sale to public entities before sale
at a public auction.
All property is sold"as is" and may not conform to local building and zoning ordinances. The county
makes no warranty that the land is "buildable." All sales are final, and no refunds or exchanges are
permitted. It is highly recommended that the property is thoroughly researched before purchasing.
Sherburne County indicated that the appraised value is $30,000.
On September 3,2015,a building inspection confirmed the building is structurally sound, but in a state of
severe disrepair and not habitable. City services are not available to the property. A septic compliance
check was completed on November 30,2015, and was found to be non-compliant. No building permits
are on file with the city. Well testing on the subject property has not been completed.
If the HRA decided to pursue the purchase of this property, estimates would need to be obtained to
determine the cost of installing a new septic system, and remodeling the existing buildings to bring the
building up to compliance with the building code.
Financial Impact
N/A
Attachments
• Photos of the subject property
• Septic Compliance Report (November 30, 2015)
rillIERIA BY
NATURE
