City of Elk River Economic Development Authority 410 for the City of Elk River, Minnesota Resolution No. 87-1 RESOLUTION APPOINTING OFFICERS OF THE ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY; APPOINTING AN EXECUTIVE DIRECTOR OF THE ECONOMIC DEVELOPMENT AUTHORITY AND DELEGATING CERTAIN POWERS TO THE EXECUTIVE DIRECTOR; DIRECTING THAT BYLAWS AND RULES OF PROCEDURE BE PREPARED FOR THE ECONOMIC DEVELOPMENT AUTHORITY; AND REQUESTING THE CITY COUNCIL OF THE CITY OF ELK RIVER TO LEVY A TAX IN THE AMOUNT OF . 75 MILL TIMES THE ASSESSED VALUATION OF TAXABLE PROPERTY IN THE CITY FOR THE YEAR 1988, FOR THE BENEFIT OF THE ECONOMIC DEVELOPMENT AUTHORITY. WHEREAS, the City Council of the City of Elk River has adopted an enabling resolution (the Enabling Resolution) establishing an Economic Development Authority in and for the City of Elk River pursuant to Minnesota Statutes, § 469 . 090, et seq. (the Statute) ; and WHEREAS, the Enabling Resolution provides that the members of the City Council shall serve as the commissioners of the Economic Development Authority; and • WHEREAS, the commissioners of the Economic Development Authority have convened for the purposes of appointing officers and an executive director; directing the preparation of bylaws and rules of procedure; and requesting the City Council to levy a tax for the benefit of the Authority. NOW, THEREFORE, BE IT RESOLVED by the Economic Development Authority in and for the City of Elk River, Minnesota, as follows : 1 . The Economic Development Authority hereby appoints the following officers : President Estelle Gunkel Vice President Gene Schuldt Treasurer Jim Tralle Secretary Harold Dobel Assistant Treasurer Roger Holmgren 2 . The Economic Development Authority appoints the City Administrator Executive Director of the Economic Development Authority; and delegates to the Executive Director such powers as are necessary to fulfill that position.
