Elk River Municipal Utilities UTILITIES COMMISSION MEETING TO: FROM: Elk River Municipal Utilities Commission Theresa Slominski—Finance and Office Manager John Dietz—Chair Al Nadeau—Vice Chair Daryl Thompson—Trustee MEETING DATE: AGENDA ITEM NUMBER: March 15, 2016 2.9 SUBJECT: 2015 Annual Safety Report-Revision BACKGROUND: Minnesota Rules Chapter 7826 Public Utilities Commission Electric Utility Standards cover safety, reliability, service, and reporting requirements. Per 7826.0100(A), municipal utilities are exempt from these requirements. However, the Elk River Municipal Utilities Commission adopted a number of parts of this chapter as a Distribution Reliability Standard policy. This policy includes an Annual Safety Report requirement. The policy requires ERMU to"file an annual safety performance report with its local governing body. The report will include summaries of all reports files with OSHA and the Occupational Safety and Health Division of the Minnesota Department of Labor and Industry during the calendar year." DISCUSSION: Last month we submitted the 2015 OSHA Form 300A that was filed. It was later discovered that there was an error in the"total number of days of job transfer or restriction"reported. 2 days were reported originally, and 0 days should have been reported. Also, "total number of days away from work"was originally reported as 0, and 8 days should have been reported. The error resulted from the collection tool recording the information not being updated properly, and was discovered upon further review of 2015 safety records. We have refiled the report and are presenting the revised report, for your information only. ACTION REQUESTED: No action is requested.
