• <br /> City of <br /> Elk Memorandum <br /> River <br /> To: Parks and Recreation Commission <br /> From: Michael Hecker,Parks and Recreation Director <br /> Date: March 9,2016 <br /> Subject: Director's Report <br /> This report is a monthly highlight of department activities related to collaboration, strategic <br /> planning, staff changes/developments, and park operations. <br /> William H. Houlton Conservation Area Hunting Plan <br /> After patiently waiting eight months,it is now official. The Hunting Plan for the William H. <br /> Houlton Conservation Area has been approved by the DNR. The official hunting plan approved by <br /> the DNR Commissioner is attached to this report. <br /> Rivers Edge Commons Park Expansion Project <br /> The advertisement of bids for the construction of the 2016 Rivers Edge Park Expansion is now <br /> underway. Bids will be received at City hall until 2:00 pm on Tuesday,March 15,2016. Staff plans <br /> to make recommendations to City Council on this project at the March 21,2016 City Council <br /> meeting. <br /> Due to the fact that we have included additional bid alternatives in the project such as electrical <br /> upgrades,park WiFi and paver walk decorative metail ralings;and a project order lead time needed <br /> of up to 12-weeks for the Vetter quarry stone specifications,the construction,if approved by City <br /> Council,will not begin until after the last concert scheduled for Aiugist 11. <br /> Riverfront Concert Series 2016 <br /> The Bank of Elk River agreed to continue sponsoring the Riverfront Concerts Series with an <br /> increased sponsorship amount to $16,000. They will be recognized at the March 21,2016 City <br /> Council Meeting. The concert series is now scheduled for the dates of June 16 through August 11. <br /> Depending on the bidding process,we hope to start park construction by August 18. <br /> Bailey Point Nature Preserve <br /> The Minnesota Land Trust formally informed us Bailey Point Nature Preserve was inspected last <br /> fall. They state that the land continues to be used primarily for wildlife habitat. Also, that there did <br /> not appear to be any changes over the past year that would affect the conservation values of the <br /> land.
