Given your commitment to the development of Elk River, I think you will be interested in learning what the program is, what the requirements are and what Anoka Electric Cooperative (AEC) can do to assist you in participating in the project. Pending final Federal approval, the Economic Development Grant Program will provide up to $400,000.00 in funds for projects that will result in long-term economic development and/or job creation. While the REA (Rural Electrification Administration) has established the program, and it seems to have a rural slant, these funds may be something you wish to pursue for the purpose • of supplementing your development projects. Funds will be allocated by the REA on the basis on a two tier point system. The viability of the proposal, the nature of the project, and the likelihood that the program will promote economic development and increase jobs will be considered first. Applications receiving a minimum number of points will then be considered on the basis on supplemental funding without regard to the nature of the project. In keeping with AEC's commitment to promote development in Elk River, we are happy to provide the sponsorship necessary for an application to the REA Grant Program (the grant program only). Because of that same commitment to the development of the cities and townships we serve, we can assure you that we will not show a preference for any application by actually preparing any of the grants or by organizing political support for the applications submitted to the REA. Any applications sponsored by AEC will be submitted to the REA at the same time. Enclosed is a copy of the proposed Rules and Regulations for the Economic Development Grant Program.
