The previous <br /> proposal that Morrell presented to the EDA on February 4, 1998 is no longer a workable solution for <br /> Morrell Companies. We also have some deep concerns about the letter from the City of Elk River dated <br /> March 11, 1998 regarding 11 issues that according to the City are still left unresolved. We feel that these <br /> issues continue to be a detriment to our relationship and we believed we had satisfied some of these issues, <br /> and yet they continue to surface as unclear items. We have enclosed a copy of the letter and have <br /> highlighted the issues that remain to be controversial. Morrell Companies has put a tremendous amount <br /> of energy in locating alternative building sites and is committed to beginning excavation within the next <br /> month. This is considered to be the last attempt to find a workable solution for the new facility,that <br /> Morrell Companies will soon occupy,to be located in Elk River. <br /> 4111 Morrell Companies has developed two workable solutions: <br /> OPTION A <br /> Description of Activity Morrell City of Elk River <br /> 1.)T.LF.Program Dollars Generated $300,000.00* $380,000.00** <br /> *$300,000.00 up-front at the time the new <br /> building is occupied for soil corrections on <br /> the new property. **The amount will increase <br /> as Morrell's property taxes increase. <br /> 2.)Relocation of Present Daily Business Advantage Advantage <br /> 3.)Reduced Access of Trucking Operations Disadvantage Advantage <br /> (Only as a means to use present building) <br /> *removal of all independent business <br /> (woodsales, scrap recycling) <br /> 4.)Removal of Fuel Storage Tanks and Soil Clean-up Advantage Advantage <br /> (prior to January 1, 1999) <br /> 5.)New Landscaping on existing site Advantage Advantage <br /> (within 12 months of occupancy of new building) <br /> 6.)Closing of Private Railroad Crossing Disadvantage Advantage <br /> (within 60 days of occupancy of new building) <br /> Total $300,000.00 $380,000.00 <br /> i <br />
