ELK RIVER ECONOMIC DEVELOPMENT AUTHORITY <br /> 41/ MEMORANDUM <br /> TO: Economic Development Authority <br /> FROM: Marc Nevinski, Assistant etor of <br /> Economic Development <br /> DATE: June 14, 1999 <br /> SUBJECT: Business Retention & Expansion Survey <br /> Issue <br /> Staff has developed a business retention and expansion(BRE) survey to be <br /> implemented this summer. The program will include meeting with the city's <br /> larger industrial businesses, completing a survey, and using the aggregate <br /> results to provide information and help identify businesses with a high <br /> potential for future expansion. <br /> Background <br /> A BRE is an economic development tool used to assess the status of a <br /> • community's businesses, learn about plans or challenges, and to develop a <br /> stronger relationship between the business community and local government. <br /> More specifically, we will be seeking information on each firm's experiences <br /> operating in a tight labor market and their opinion of city services. <br /> Additionally, we will be seeking predictive information as to each company's <br /> plans for expanding, closing, or relocating in the near future. <br /> One important tenant of BRE protocol is to involve government and <br /> community officials, as well as other volunteers, in the interview process. <br /> Participation by such individuals helps to communicate to our businesses the <br /> community's interest in their growth and success.
