Box 490 <br /> Elk River, MN 55330 <br /> RE: EAST ELK RIVER IMPROVEMENTS <br /> TENATIVE SCHEDULE <br /> Dear Mr. Steinman: <br /> As you requested, I have put together what I believe to be a tentative schedule for the East Elk <br /> • River improvements. We have assumed the City Council will consider the award for the large <br /> project at their February 22, 1999 Council meeting. Based on this, it will take approximately two <br /> weeks for the necessary paperwork before the contractor can be given the Notice to Proceed <br /> and mobilize to the site. This means that construction activities would start in early March. <br /> Initially, the contractor has several weeks of setting up dewatering prior to any underground <br /> construction beginning. I believe it would be safe to assume that no serious underground <br /> construction would start before April 1, 1999. We would look for the contractor to have sanitary <br /> sewer and water serviced through the Trott Brook Farms, Elk River Crossing and Vandenberg <br /> Industrial Development by September 1, 1999. <br /> In our original contract documents we anticipated a February 1, 1999 start date. Assuming the <br /> contractor starts approximately two months late, we believe the project would be half to three <br /> quarters complete by the winter shutdown of 1999. This would mean the sanitary sewer and <br /> water project would not be complete until mid summer of the year 2000. <br /> Plans for the street and storm sewer portion of the project are near completion and would be <br /> ready to submit to Mn/DOT within 30-days. The one concern with this portion of the project is <br /> that all of the rights-of-way necessary for the street construction must be within the City's control <br /> prior to the project being approved by Mn/DOT for letting. If we assume that at least one of the <br /> parcels of property that is necessary for the street construction will go through the eminent <br /> domain process, it is reasonable to believe that we will not have all of the necessary rights-of- <br /> way until August 1999. I believe it would take approximately 60-days from the time that the <br /> right-of-way is all obtained until the project is let. Therefore, the project would not begin <br /> construction until sometime after October 1, 1999.
