• \ ( Item # 6.4 <br /> • <br /> of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Planning Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: June 25, 2002 <br /> SUBJECT: Case No. OA 02-03 <br /> Amend Business Park Conditional Uses to Allow Fitness <br /> And Training Facilities <br /> Request <br /> The Commission is asked to consider an ordinance amendment allowing fitness and training <br /> • facilities as a conditional use within the Business Park District. <br /> Attachments <br /> • Existing Ordinance Language <br /> • Proposed Ordinance Language <br /> Background <br /> The Commission may recall that it reviewed a request to allow a gymnastics training facility <br /> in the East Business Park in April. The Commission at that time recommended denial of the <br /> request to the City Council. The Council,however,voted to allow it as an interim use until <br /> an ordinance amendment to allow fitness and athletic training centers as a conditional use in <br /> the Business Park District could be considered and reviewed. The Council directed staff to <br /> prepare an ordinance amendment for review by the Planning Commission and the <br /> Economic Development Authority. <br /> Analysis <br /> Staff recommended denial of the gymnastics training facility,as a logical connection could <br /> not be made between vocational, technical and trade schools and a gymnastics training <br /> facility. The purpose of the Business Park District,as noted in the attached ordinance,is to <br /> ✓ generate jobs and expand the City's employment base. It is unclear as to how a fitness and <br /> athletic training center can meet this purpose. They do serve to provide some level of <br />
