The applicant shall install <br /> the trail per City requirements and this land shall not apply towards any park dedication contribution by <br /> applicant. <br /> Background/Discussion <br /> Paxmar is proposing to continue development of the plat originally named River Park,which was first <br /> approved in 2005 with a mix of single-family lots and townhome buildings of 4 and 8 units.The <br /> preliminary plat included 317 single-family homes, 173 townhomes,Twin Lakes Elementary School,and <br /> a city owned lot intended for use as a fire station.As of today, 37 single-family and 32 townhome (five <br /> buildings) units have been constructed. <br /> Parks <br /> The park location and size identified on the River Park plat is not proposed to change.A portion of the <br /> park is included in the current plans.Additional park improvements and trails are proposed beneath the <br /> power lines and around wetlands in the south portion of the site. The proposed park location and trail <br /> connections are identified in the Parks and Recreation Master Plan. <br /> Park dedication for River Park was met with a combination of land (4.7 acres) and cash. The land and <br /> cash will be collected as phases are developed. The city has not received the 4.7 acres of land yet for the <br /> park. This area is to be part of a larger park in which land would be obtained from future development to <br /> the south. <br /> The applicant has proposed to transfer ownership of the land area beneath the power lines and around <br /> wetlands in the south portion of the site to the City. The applicant has also requested that this transfer be <br /> counted towards park dedication requirements. In analyzing the value of the proposed land area, staff <br /> feel that while there is some recreational value,it is not at a level that would satisfy park dedication <br /> requirements.
