Recommend,by motion,the city maintain the existing pedestrian easement located at 11936 190th <br /> Circle NW and improve the easement with the construction of a bituminous trail. <br /> Background/Discussion <br /> At the January 19,2016,Work Session,the City Council referred the discussion regarding the <br /> maintenance and improvement of an existing pedestrian easement located at 11936 190th Circle NW to <br /> the Parks and Recreation Commission. <br /> The easement,located on the west side of the property owned by Harold and Valerie Williams,was <br /> included in the original plat,aptly named"School View" to allow movements between the school and the <br /> neighborhood to the north. The Williams'requested the city either maintain the trail or vacate the <br /> easement. The city maintained the easement for many years,before it was abandoned four years ago <br /> because it was unpaved and difficult to maintain. <br /> If the city is to maintain the easement,staff recommends constructing a bituminous trail that can easily be <br /> maintained. It is recommended in the Parks and Recreation Master Plan (page 55) to ensure safe walking <br /> and biking routes to schools. The preliminary cost estimate to construct a trail on the easement is <br /> approximately$15,000,which could be paid for out of the Park Improvement Fund. <br /> The Park Improvement Fund has $89,000 in trail repairs to replace the Orono Parkway trail. Staff <br /> recently decided that this project be moved to 2017 when the road is scheduled to be replaced and the <br /> trail can become part of that project. Therefore,a portion of these funds dedicated to the Orono trail can <br /> be used this year to pave this easement. <br /> Financial Impact <br /> The approximate cost to construct the bituminous trail is $15,000. <br /> Attachments <br /> • City Council Staff Report <br /> • Aerial Maps <br /> ratsr rats � r <br /> NAME <br />
