ITEM # 5. <br /> • <br /> City of <br /> Elk -�-1 <br /> River <br /> MEMORANDUM <br /> TO: Economic Development Authority <br /> FROM: Heidi Steinmetz, Assistant Director of Economic Development <br /> DATE: November 14, 2005 <br /> SUBJECT: Northstar Business Park Update <br /> Purpose <br /> The purpose of this memorandum is to provide the EDA with updates on the following <br /> items: <br /> • Northstar Business Park infrastructure improvement project <br /> • • Affiance Machine, Crystal Distibution, Inc. (CDT), and Medical Extrusion <br /> Technologies (MET) projects <br /> Improvement Project <br /> The underground public infrastructure has been completed, the concrete curb and gutter has <br /> been poured and the base pavement on the streets is in place. Installation of the small <br /> utilities (gas,phone, electric) will begin on November 14th. <br /> Assessment Schedule <br /> The assessment roll was approved by the City Council in early October. The Finance <br /> Department has completed the schedule,which will be certified in December. <br /> Monument Sign <br /> Based on input provided by the EDA in September,Planner Chris Leeseberg will revise the <br /> design for the Northstar Business Park monument sign and obtain construction quotes. To <br /> avoid winter construction costs, the sign will be built next spring. <br /> Grant Agreement <br /> The City will soon enter into a$495,000 grant agreement with the Minnesota Department of <br /> Employment and Economic Development (DEED) for a portion of the infrastructure costs <br /> for Northstar Business Park. This past summer, the City Council adopted a resolution <br /> authorizing the grant application and certifying the availability of a 50% match,which will be <br /> provided by bonds and special assessment to the EDA. <br /> • <br />
