ITEM # 6. <br /> • <br /> City of <br /> Elk -�-� <br /> River <br /> MEMORANDUM <br /> TO: Economic Development Authority <br /> FROM: Heidi Steinmetz, Assistant Director of Economic Development <br /> DATE: August 8, 2005 <br /> SUBJECT: Northstar Business Park Development Update <br /> Improvement Project and Plat Status Report/Schedule <br /> Below is a status report/schedule that allows for fall/winter new business construction: <br /> • Council approves plans/specs for first phase utilities and July 18 (Completed) <br /> 11, authorizes advertisement for bids <br /> • Planning Commission reviews preliminary plat July 26 (Completed) <br /> • Council reviews and approves preliminary and final plat August 1 (Completed) <br /> • Bid open Until August 30 <br /> • Council approves bid and awards contract September 6 <br /> • Improvement project begins Mid-September <br /> • Council determines cost to be assessed and sets September/October . <br /> assessment hearing <br /> • Council holds assessment hearing/adopts assessment roll October <br /> • Three lots proposed for Affiance Machine, October <br /> Crystal Distribution, Inc. and Medical Extrusion <br /> Technologies available for site construction <br /> Public Infrastructure Grant <br /> On June 22, 2005, staff submitted a grant proposal in the amount of$495,000 to the <br /> Minnesota Department of Employment and Economic Development (DEED) based on the <br /> entire improvement project. Public Infrastructure grant funds are available from DEED for <br /> up to 50% of the capital cost of the infrastructure. The City Council adopted a resolution <br /> authorizing the grant application and certifying the availability of its 50%match (to be <br /> provided by bonds and special assessment to the EDA). Staff has not received a response <br /> from DEED regarding the grant application. <br /> • <br />
