Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />4.9 <br />Agenda Section <br />Meeting Date <br />lFebruary1, <br />Prepared by <br />Consent <br />2016 <br />Zack Carlton, Planning Manager <br />Item Description <br />Reviewed by <br />Elk River Municipal Utilities Water Treatment Plant <br />Eric Volk, ERMU Water Superintendent <br />Reviewed by <br />Expansion <br />Action Requested <br />Approve, by motion, the proposed expansion of the Elk River Municipal Utilities (ERMU) water <br />treatment plant at 18513 Twin Lakes Rd NW <br />Background/Discussion <br />The proposal to expand the existing water treatment plant includes a 24 foot by 64 foot addition to the rear <br />of the existing building. The addition will house a new filter, increasing capacity in the service area of <br />treatment plant #7. Proposed building materials and styles reflect the existing structure, and site <br />improvements beyond the building footprint are not required. Construction is anticipated to begin March 1, <br />2016. <br />City ordinance section 30-797 requires approval from City Council prior to construction of essential services <br />in any zoning district. <br />Essential services may be located in any district subject to compliance with all applicable laws, regulations and <br />ordinances. Prior to the commencement of construction, installation or condemnation, plans for the proposed essential <br />service activity shall be submitted to and reviewed by the council.
