Item # 5 <br /> S <br /> City Elk <br /> River <br /> MEMORANDUM <br /> TO: Housing & Redevelopment Authority <br /> FROM: Catherine Mehelich, Director of Economic Development <br /> DATE: September 24, 2001 <br /> SUBJECT: Redevelopment Worksession <br /> Jim Prosser and Sid Inman of Ehlers &Associates have been invited to present an overview <br /> and discussion of the attached redevelopment planning process that has been successful for <br /> a number of communities. Staff recently had the opportunity to meet with Jim and Sid to <br /> discuss the current downtown riverfront redevelopment project. <br /> • For the most part the HRA is fairly new to completing redevelopment projects, especially in <br /> the situation that the HRA is not owner of the property in question. For the Elk River <br /> downtown project, there are many issues for the HRA to consider including condemnation, <br /> relocation,requesting formal proposals, evaluation criteria for development proposals, and <br /> negotiating a preliminary development agreement. Ehlers will cover these and other issues <br /> for the HRA to be aware of and will provide suggestions for making the HRA's <br /> redevelopment concept, once it is formulated, a reality. <br /> Staff believes that there are key components and timing issues within the redevelopment <br /> planning process that will be critical to the success of a quality redevelopment project that <br /> meets the HRA's desired goals.
