Item # 5
S
City Elk
River
MEMORANDUM
TO: Housing & Redevelopment Authority
FROM: Catherine Mehelich, Director of Economic Development
DATE: September 24, 2001
SUBJECT: Redevelopment Worksession
Jim Prosser and Sid Inman of Ehlers &Associates have been invited to present an overview
and discussion of the attached redevelopment planning process that has been successful for
a number of communities. Staff recently had the opportunity to meet with Jim and Sid to
discuss the current downtown riverfront redevelopment project.
• For the most part the HRA is fairly new to completing redevelopment projects, especially in
the situation that the HRA is not owner of the property in question. For the Elk River
downtown project, there are many issues for the HRA to consider including condemnation,
relocation, requesting formal proposals, evaluation criteria for development proposals, and
negotiating a preliminary development agreement. Ehlers will cover these and other issues
for the HRA to be aware of and will provide suggestions for making the HRA's
redevelopment concept, once it is formulated, a reality.
Staff believes that there are key components and timing issues within the redevelopment
planning process that will be critical to the success of a quality redevelopment project that
meets the HRA's desired goals. Staff recommends the HRA consider the redevelopment
process as presented by Ehlers as a format for the completion of the downtown riverfront
redevelopment project.
Attachments
• Redevelopment Project Elements and Policies
• Redevelopment Process Summary
• Elk River Downtown Riverfront Redevelopment Project History
S
S:\EDA\HRA\DOWNTOWN\ehlersmtg.doc
