Item 6. <br /> City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Housing & Redevelopment Authority <br /> FROM: Catherine Mehelich, Director of Economic DevelopmenK <br /> DATE: April 23, 2001 <br /> SUBJECT: Downtown Redevelopment Plan Update <br /> The preparation of the Downtown Redevelopment Plan was divided into three phases: <br /> • Information Gathering <br /> • Vision for Future Development <br /> • Implementation Plan <br /> The first phase included compiling an inventory of properties and information about the <br /> S study area. A market analysis of the study area was also completed as part of the <br /> identification of redevelopment constraints and opportunities. <br /> The second phase of the planning process involves a joint worksession of the Planning <br /> Commission, HRA and River's Edge Downtown Association to review the issues identified <br /> in the information gathering stage and to come to consensus on the direction for <br /> downtown's redevelopment. The worksession would involve presentation by staff of issues <br /> identified in the information gathering stage and also a presentation of the market analysis by <br /> Maxfield Research Group. Following the presentations, staff will facilitate a brainstorming <br /> discussion to gain consensus on conceptual redevelopment opportunities,land uses, design <br /> guidelines and ordinance changes. <br /> A follow-up worksession involving the HRA, EDA, and City Council may be held to <br /> formulate and finalize the common vision and opportunities. Input provided at the <br /> meetings will be used as the basis for drafting the implementation plan in the third and final <br /> phase of the planning project. <br /> Action Requested <br /> Staff recommends that a special meeting of the HRA be called for Tuesday,May 8, 2001 at <br /> 6:30 P.M. in conjunction with the Planning Commission and River's Edge Downtown <br /> Association for discussion of the Downtown Redevelopment Plan. <br /> S <br />
