ELK RIVER HOUSING AND REDEVELOPMENemATHORITY MEMORANDUM TO: Housing and Redevelopment Authority FROM: Pat Klaers, City Admi •:If.tor DATE: November 27, 2000 SUBJECT: Downtown Sidewalks Since the joint HRA/City Council meeting, staff has had a number of meetings and site visits regarding the downtown sidewalks issue. Staff has reached a consensus for a few recommendations to the HRA and is still, waiting for some additional information and meetings to take place before additional recommendations can be made. At the 11/27/00 HRA meeting, staff will present a verbal update and recommendation on the downtown sidewalk redevelopment area and the preferred design for new downtown sidewalks. Additionally, staff will discuss with the HRA some cost, funding, and timing information regarding this anticipated project. The timing of the project depends on a number of things including not wanting to disturb or upset the June 23 and 24 Art Soup Festival that is planned to take place in the downtown area. A more significant consideration for the timing of the project relates to the summer 2001 electric utilities project whereby they will be relocating electric lines underneath the sidewalks on either the north or south side in the downtown area. Regarding the cost of the project, we need to meet with Mr. Plaisted and reach some agreement on the "cost per unit" of the sidewalk. This is important because if his product goes into the King and Main corner, then that same product must be used throughout the downtown area or else it will not match. A different product from a different company will look different so some type of maximum price per unit needs to be established. Obviously, at this time nothing is finalized regarding this project and staff looks forward to HRA input on the above issues. • P.O.
