City of <br /> ET Request for Action <br /> River <br /> To Item Number <br /> Housing and Redevelopment Authority 7.4 <br /> Agenda Section Meeting Date Prepared by <br /> General Business January 4,2016 Amanda Othoudt, EDD <br /> Item Description Reviewed by <br /> SCDP Grant Results Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Review and discuss the results of the Small Cities Development Program through the Department of <br /> Employment and Economic Development <br /> Background/Discussion <br /> At the October 5, 2015 HRA meeting, the HRA approved Central Minnesota Housing Partnership <br /> (CMHP)to write and administer the pre-application for the Small Cities Development Program (SCDP) <br /> with a commitment of$100,000 in leverage funds.The pre-application was submitted to the Department <br /> of Employment and Economic Development (DEED). <br /> The Small Cities Development Program (SCDP) staff at DEED has reviewed the preliminary proposals <br /> submitted for the 2016 funding cycle. The program received 48 preliminary proposals totaling <br /> approximately$27 million. The projected amount for grants this cycle is $17 million. Of those proposals, <br /> 32 have been determined to be either competitive or marginally competitive. The remaining proposals <br /> were determined to be not competitive,which includes the application received from the City of Elk <br /> River. <br /> Assigning three degrees of competitiveness is a way to ensure that only full applications with a sound <br /> chance of receiving awards will be submitted. This process is intended to allow applicants to make <br /> informed decisions about whether or not to pursue the time and expense associated with submitting an <br /> application. DEED staff does not expect to receive full applications from proposals that were determined <br /> to be not competitive. <br /> DEED will provide an opportunity for communities with not competitive proposals the opportunity to <br /> work with them after 2016 grant implementation workshops on improvements for possible resubmission <br /> for 2017 funding. <br /> Staff would like to discuss the next steps with the HRA to determine if the commission wishes to <br /> continue to pursue the grant.
