Steinman, Director of Economic <br /> `/ Development <br /> DATE: February 20, 1997 <br /> SUBJECT: Asbestos Removal - King and Main <br /> Issue <br /> Prior to demolition of the properties at the corner of King and Main, the HRA <br /> is required to make sure the environmental issues associated with these <br /> properties have been appropriately dealt with. At the closing, this issue was <br /> addressed by escrowing certain dollars from the purchase price of the <br /> properties and requiring the current property owners to address these <br /> • environmental issues prior to releasing the escrowed funds. It appears at <br /> this time that all of the environmental issues have been addressed with the <br /> exception of the following: <br /> • One tank to be removed from the basement of the clinic building - to <br /> be done by the property owners at the time of demolition. <br /> • Asbestos abatement <br /> Background <br /> At the closing, the HRA assumed responsibilities for removal of asbestos in <br /> the buildings. Approximately $2,900 was escrowed at closing in order to <br /> cover these costs. This dollar amount was estimated based upon some <br /> preliminary information from B.A. Liesch Associates, Inc., the HRA's <br /> environmental consultant. At the time of this estimate, the asbestos survey <br /> had not been completed at 317 King and 812 MainStreet. During the past <br /> months, staff worked with B.A. Liesch Associates in order to complete the <br /> necessary asbestos surveys. Once the surveys were completed and asbestos <br /> containing materials were identified, B.A. Liesch solicited bids from three <br /> separate abatement contractors for removal of asbestos in all HRA owned <br /> buildings at the corner of King and Main Street.
