Steinman, Director of Economic `/ Development DATE: February 20, 1997 SUBJECT: Asbestos Removal - King and Main Issue Prior to demolition of the properties at the corner of King and Main, the HRA is required to make sure the environmental issues associated with these properties have been appropriately dealt with. At the closing, this issue was addressed by escrowing certain dollars from the purchase price of the properties and requiring the current property owners to address these • environmental issues prior to releasing the escrowed funds. It appears at this time that all of the environmental issues have been addressed with the exception of the following: • One tank to be removed from the basement of the clinic building - to be done by the property owners at the time of demolition. • Asbestos abatement Background At the closing, the HRA assumed responsibilities for removal of asbestos in the buildings. Approximately $2,900 was escrowed at closing in order to cover these costs. This dollar amount was estimated based upon some preliminary information from B.A. Liesch Associates, Inc., the HRA's environmental consultant. At the time of this estimate, the asbestos survey had not been completed at 317 King and 812 MainStreet. During the past months, staff worked with B.A. Liesch Associates in order to complete the necessary asbestos surveys. Once the surveys were completed and asbestos containing materials were identified, B.A. Liesch solicited bids from three separate abatement contractors for removal of asbestos in all HRA owned buildings at the corner of King and Main Street.
