SPECIAL MEETING OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> • <br /> HELD AT THE ELK RIVER CITY HALL <br /> FRIDAY, JANUARY 15, 1999 <br /> Members Present: Commissioners Hinkle and Wilson (Chair Kropuenske arrived at 12:45 p.m.) <br /> Members Absent: Commissioners Farber and Toth <br /> Staff Present: Paul Steinman, Executive Director; Pat Klaers, City Administrator; Scott <br /> Harlicker, Assistant Planner; Jeff Asfahl, Community Recreation Director; <br /> Bryan Adams, Utilities Manager; Michelle Masica, Crime Prevention <br /> Officer; and Joni Pearson, Recording Secretary <br /> Also Present: Members of the Elk River Area Chamber of Commerce; Rivers Edge <br /> Association; Downtown property/business owners; City Council; and Elk <br /> River citizens. <br /> The special meeting of the HRA convened at 11:30 a.m. <br /> A quorum was not present until 12:45,when Chair Duane Kropuenske arrived. <br /> 1. Presentation of the Central Business District Work Plan-Theresa Washburn, HRA <br /> • Consultant <br /> Theresa Washburn presented a draft outline of the Central Business District Work Plan, as <br /> defined in the work sessions that took place on 1/14/99. Included in the plan are action <br /> item lists for specific groups. The groups consist of the Public Improvements Work Group, <br /> the Private Improvements Work Group, the Activities and Events Work Group, and the <br /> Business Work Group. Ms. Washburn indicated that the plan is developing quite well, and <br /> made recommendations to the committee regarding promotion of community <br /> involvement. She further indicated that there would be one more visit (to be determined <br /> with staff) in which she will hold an educational workshop to address the following items: <br /> • Landscaping design process and solutions <br /> • Facade renovations <br /> • Promotional work <br /> • Discuss consultant for the market study <br /> 2.
