SPECIAL MEETING OF THE ELK RIVER HOUSING AND <br /> REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> MONDAY, JUNE 29, 1998 <br /> Members Present: Chair Kropuenske, Commissioners Toth, Hinkle, and Farber (5:40 <br /> p.m.) <br /> Members Absent: Commissioner Wilson <br /> Staff Present: Paul Steinman, Executive Director;Sandra Peine, City Clerk <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the special meeting of the Elk River <br /> Housing and Redevelopment Authority was called to order at 5:00 p.m. by Chair <br /> Kropuenske. <br /> 2. Consider Agenda <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE JUNE 28, 1998, HRA AGENDA. <br /> COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> 3. Consider Consent Agenda <br /> • 4. Select Downtown Master Plan Facilitator <br /> The HRA reviewed proposals from The Brimeyer Group, Inc. and Washburn and <br /> Associates. The proposals were submitted for the purpose of developing <br /> strategies for downtown Elk River improvements. Following review of the <br /> proposals it was the consensus of the HRA to hire Washburn and Associates. <br /> COMMISSIONER TOTH MOVED TO ACCEPT THE PROPOSAL FROM WASHBURN AND <br /> ASSOCIATES TO FACILITATE THE VISIONING PROCESS AND TO ESTABLISH A WORK <br /> PLAN FOR DOWNTOWN. COMMISSIONER HINKLE SECONDED THE MOTION. THE <br /> MOTION CARRIED 3-0. <br /> It was the consensus of the HRA to meet with Washburn and Associates once <br /> again to discuss a variety of issues including the groups that will be needed to <br /> participate in the process and to revisit the timetable. <br /> 5. Midwest Building Components Proposal for King and Main Project <br /> Executive Director Paul Steinman indicated that Midwest Building <br /> Components, Inc. (MBC) is requesting the HRA to provide them exclusive <br /> rights to market and seek tenant interest in the King and Main Street site <br /> for a nine month period. Paul Steinman indicated that MBC is requesting <br /> to secure the site in order to measure the level of tenant interest. Paul <br /> 41 Steinman recommended that the HRA offer a six month letter of intent. <br />
