EGty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 7.1 <br /> Agenda Section Meeting Date Prepared by <br /> Public Hearin ISeptember 21, 2015 Chris Leeseber , Senior Planner <br /> Item Description Reviewed by <br /> Ordinance Amendment Regarding Accessory Zack Carlton,Planning Manager <br /> Dwelling Units Reviewed by <br /> Action Requested <br /> Adopt,by ordinance, the proposed amendment to Section 30-991 regarding accessory dwelling units. <br /> Background/Discussion <br /> The council reviewed and discussed the information from the responding communities at their July 20, <br /> 2015, meeting and the consensus was to allow Accessory Dwelling Units (ADU's) either as attached or <br /> detached structures. <br /> Using language and information gathered from the other communities, staff drafted the proposed <br /> language in the attached ordinance amendment. The city attorney and Planning Commission have <br /> reviewed the amendment. <br /> Planning Commission <br /> The Planning Commission did not have any concerns with the amendment,but wanted clarification when <br /> a rental license would be required, specifically if a basement was set up for a relative that needed <br /> assistance. <br /> A license would be required only if it is rented. Section 30-191 states: <br /> No person shall operate a rental A)elling in the city P)ithout having first obtained a license for that Arelling <br /> unitfrom om the fire chief. <br /> There was discussion if a basement,being used by someone, only has bedrooms and bathrooms but no <br /> kitchen area.
