EGty1 ,., Request for Action
River
To Item Number
Mayor and City Council 4.8
Agenda Section Meeting Date Prepared by
Consent September 8, 2015 Ron Nierenhausen, Chief of Police
Item Description Reviewed by
Master Joint Powers Agreement between the Cal Portner, City Administrator
Minnesota Bureau of Criminal Apprehension and Reviewed by
the City of Elk River Prosecutor's Office
Action Requested
Approve,by motion, a Joint Powers Agreement between the Minnesota Bureau of Criminal
Apprehension and the City of Elk River Prosecutor's Office and direct the Mayor and City Clerk to
execute the agreement.
Background/Discussion
In order for the City Prosecutor's Office to access the State Criminal Justice Data Network(CJDN), a
signed Joint Powers Agreement (JPA) must be executed. The agreement must be signed by the Mayor
and City Clerk after the approval of the Council.
Access to the CJDN is necessary to facilitate the eCharging project that the Police Department and City
Prosecutor's Office are currently engaged in. The eCharging project will allow for criminal complaints to
be electronically filed through the Courts, thereby saving staff time.
I support the signing of this JPA,which would give the City Prosecutor access to the necessary systems
and networks for eCharging. City IT staff have worked out the necessary security protocols to allow the
City Prosecutor to gain offsite access and still meet the federally-mandated security rules.
Financial Impact
None
Attachments
■ Resolution
■ Joint Powers Agreements
POWERED 6T
Template Updoted 4/14 INAWRE1
