MEETING OF THE ELK RIVER <br /> HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> MONDAY, MAY 6, 1996 <br /> Members Present: Chair Schuldt, Commissioners Kropuenske, Hinkle, Farber and <br /> Wilson (arrived at 5:30 p.m.) <br /> Members Absent: None <br /> Staff Present: Pat Klaers, Executive Director; Lori Johnson, Assistant City <br /> Administrator; and Sandra Thackeray, City Clerk <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the Elk River HRA was <br /> called to order at 5:15 p.m. by Chair Schuldt. <br /> 2. Consider Agenda <br /> COMMISSIONER FARBER MOVED TO APPROVE THE HRA AGENDA. COMMISSIONER <br /> KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> 111 3. Consider April 17, HRA Minutes <br /> It was noted that the 301 King Address is incorrect. The correct address is 307 <br /> King. <br /> COMMISSIONER HINKLE MOVED TO APPROVE THE APRIL 17, 1996, HRA MINUTES AS <br /> CORRECTED. COMMISSIONER FARBER SECONDED THE MOTION. THE MOTION <br /> CARRIED 4-0. <br /> 4. King and Main Street Discussion <br /> Executive Director Pat Klaers described the property which the HRA has agreed <br /> to purchase. The property is located on the northwest corner of the King and <br /> Main intersection. The site has three structures on it, is about 3/4 of an acres in size <br /> and is listed for a total of$410,000. Pat Klaers indicated that the city could <br /> recapture its investment through a redevelopment TIF district <br /> Mark Kleckner of Century 21 was present representing the seller. Mark Kleckner <br /> distributed and reviewed the purchase agreement for the property. <br /> Assistant City Administrator Lori Johnson reviewed the financial ramifications of <br /> purchasing the project immediately and doing a project as soon as possible <br /> versus holding the property for one year. She further indicated that the penalty <br /> under both scenarios is very similar. <br /> Stewart Wilson arrived at this time (5:30 p.m.) <br />
