• MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> TUESDAY, SEPTEMBER 8, 1992 <br /> Members Present: Chairman Hinkle, Commissioners Kropuenske, Toth, Schuldt <br /> and Duitsman and Executive Director, Pat Klaers <br /> Members Absent: None <br /> Staff Present: Sandra Thackeray, City Clerk; Bill Rubin, Economic <br /> Development Coordinator <br /> 1. Call Meeting To Order <br /> Pursuant to due call and notice thereof, the meeting of the HRA was <br /> called to order by Chairman Hinkle at 7:48 p.m. <br /> 2. Consider HRA Agenda <br /> There being no amendments to the agenda, it was the consensus to <br /> approve the agenda. <br /> 3. Open Mike <br /> • Brad Larson of Elk Terrace informed the EDA that September 17 has been <br /> scheduled as the closing date for the property. <br /> 4. Consider Development Agreement by and between the Elk River Housing <br /> and Redevelopment Authority and Elk Terrace Ltd. Partnership <br /> Bill Rubin reviewed the Contract for Private Development by and between <br /> the HRA, the City of Elk River and Elk Terrace Ltd. Partnership. He <br /> stated that all references to land write down have been eliminated. <br /> The Partnership will still realize $92,000 in TIF assistance and the <br /> assistance will be used for two broad categories consisting of City <br /> installation of public improvements and developer installed public <br /> improvements. Bill Rubin stated that there have been two minor <br /> amendments to the assessment agreement. <br /> COMMISSIONER TOTH MOVED TO APPROVE THE CONTRACT FOR PRIVATE DEVELOPMENT <br /> BY AND BETWEEN THE ELK RIVER HRA, THE CITY OF ELK RIVER AND ELK TERRACE <br /> LTD. PARTNERSHIP. COMMISSIONER DUITSMAN SECONDED THE MOTION. THE <br /> MOTION CARRIED 5-0. <br /> 5. Other Business <br /> Executive Director, Pat Klaers, distributed a letter to the HRA which <br /> was addressed to the Federal Housing Administration. The letter was <br /> • written by the Chairman of the HRA. He stated that the letter <br /> discussed the Federal Housing Administration's policy of refusing to <br /> process mortgage refinancings in certain residential subdivisions in <br /> Elk River.
