MINUTES OF A SPECIAL MEETING OF THE <br /> HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER <br /> March 8 , 1982 <br /> Time & Place - 7 : 30 p. m. at Elk River City Hall <br /> Present Commissioners Duitsman , Hinkle , Schumacher , Toth & Tracy <br /> Absent - None <br /> Also Present - Zack Johnson and Jerry Messman of Zack Johnson & <br /> Associates , Inc . , Bob Middaugh , Elaine Anderson , Gary Santwire <br /> Minutes - Minutes of the 1/11/82 meeting were approved as distributed . <br /> Financial Report - A $600 progress payment to Zack Johnson & <br /> Associates , Inc . was approved . <br /> Downtown Redevelopment Plan - The Commissioners reviewed the final <br /> working drafts of the Downtown Redevelopment Plan and comments <br /> thereon by the Planning Commission in a letter dated 2/23/82 . It <br /> was agreed that the language should be toned down to avoid as <br /> much as possible the incorrect impression that the HRA was interested <br /> in wholesale removal of existing downtown buildings . Zack Johnson <br /> and Jerry Messman to do . The Planning Commission objection to the <br /> eventual removal of service stations downtown was discussed . It was <br /> pointed out that the Plan is consistent with current zoning and <br /> that service stations are allowed downtown North of Highway 10 . <br /> No further action was deemed appropriate . <br /> The date of April 5 , 1982 was set for public hearing and <br /> consideration by the Council of the Plan . <br /> The Commissioners authorized the sending of a copy of the <br /> final working draft of the Plan to Attorney Sellergren for review. <br /> Zack Johnson to do. <br /> It was agreed that in addition to the legal notices for the <br /> public hearing , that written notice should be given to members of <br /> the Chamber of Commerce . Chairman Schumacher to do . <br /> Because Elmer Anderson , new owner of the Star News , has not <br /> generally been aware of the study process and his recently acquired <br /> property is involved in the Plan it was agreed that he should be <br /> personally contacted and brought up to date . Chairman Schumacher <br /> to do . <br /> The following resolution was unanimously adopted . <br /> RESOLVED , the preliminary Downtown Redevelopment Plan presented <br /> at this meeting is hereby adopted as a final working draft for <br /> submission to the City Council for public hearing and adoption . <br />
