MINUTES OF THE ANNUAL MEETING OF THE <br /> HOUSING AND REDEVELOPMENT AUTHORITY OF ELK RIVER <br /> January 11 , 1982 <br /> Time & Place - 7 : 30 p. m. at Elk River City Hall <br /> Present Commissioners Duitsman , Hinkle , Schumacher and <br /> Toth <br /> Absent - None <br /> Also Present - Zack Johnson and Jerry Messman of Zack Johnson & <br /> Associates , Inc . , Bob Middaugh <br /> Minutes - Minutes of the 12/8/81 meeting were approved as <br /> distributed . <br /> Election of Officers - The following resolution was unanimously <br /> adopted . <br /> RESOLVED , That for the coming year or until their <br /> successors are duly elected and qualified the following <br /> individuals are hereby elected to the office set forth <br /> after their names : <br /> Don Schumacher Chairman <br /> Dick Hinkle Vice Chairman <br /> Hank Duitsman Secretary <br /> • Newspaper - The Sherburne County Star News was approved as the <br /> official newspaper. <br /> Depository - The Bank of Elk River was designated as the official <br /> depository and the Chairman and Secretary were authorized to <br /> execute such banking resolution and other documents as the <br /> depository may require to implement this designation . <br /> Financial Report - A $128 bill from attorney Sellegren was <br /> approved . <br /> Meetings - A tentative 2/8/82 meeting date was set . <br /> Millie Busch Resignation - Chairman Schumacher reported that <br /> Mille Busch has submitted her resignation from the HRA . Her <br /> resignation was accepted and Mayor Hinkle will pursue appointment <br /> of a replacement . <br /> Downtown Redevelopment Plan - Zack Johnson and Jerry Messman <br /> presented the preliminary Downtown Redevelopment Plan . It was <br /> moved and approved that the Plan be formally submitted to the <br /> Elk River Planning Commission for written comment before adoption <br /> by the HRA . Following comment by the Planning Commission and <br /> adoption by the HRA, the Plan will go to the Elk River City Council <br /> for public hearing prior to adoption by the Council . <br /> • Adjournment - 9 : 30 p . m. <br /> Donald A .
