Meeting Called to Order <br /> The meeting was called to order by Chairman Schumacher at 8:10 p.m. <br /> 2. Minutes <br /> The minutes of the March 18, 1981 meeting were approved as circulated. <br /> 3. Agenda <br /> Additions to the Agenda were: Election of Vice-Chairman, and Dave Sellergren's report <br /> on Proposed Legislation Affecting the BRA. <br /> fit. Election of Vice-Chairman <br /> Due to a tie at the March 18 meeting nominations were again proposed. Commissioner <br /> Duitsman nominated Commissioner Finkle. Commissioner Finkle nominated Commissioner <br /> IIIToth. Commissioner Busch seconded and closed the nominations. Ballots were taken <br /> and Commissioner Tinkle was elected Vice-Chairman. <br /> 5. Open Forum <br /> No one wished to address the Authority. <br /> 6. Dave Sellergren, Report on 'Proposed Legislation Affecting the HRA. <br /> Mr. Sellergren undated the Authority on bills in the Fouse and Senate regarding <br /> Revenue Ponds, Tax increment and other bills. On ?evenue Bonds, he said there is a <br /> Douse bill (File 22) in the Urban and T.ocal Affairs Subcommittee, but it does not <br /> propose any maior revisions. The Senate's bill (File 711 tightens requirements in <br /> the areas of Cities setting up guidelines for eligibility and more detailed reporting <br /> on bonds issued. Basically, File 71 is a housekeeping bill and unless tacked onto <br /> another bill should remain the same. Fe did, 1-o?never, say that there will be up- <br /> coming bills in the next 18 to 20 months that might make some major changes. On <br /> • Tax Increment Finance, there is a ma4or Senate hearing on this on April 8. Fe said <br /> there are eight or nine bills on the Senate side and companion bills on the Fouse <br />
