SPECIAL,MONTHLY MEETING OF THE ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY HELD AT THE ELK RIVER CITY HALL NOVEMBER 10, 1980 Members Present: Chairman Madsen, Commissioners Toth, Schumacher and Hinkle Members Absent: Duitsman 1. Meeting called to order at 7:30 p.m. by Chairman Madsen. 2. Minutes The September 29, 1980 minutes of the Housing and Redevelopment Authority were reviewed and discussed by members present. Commissioner Schumacher asked if the City's insurance had been extended to cover the Housing and Redevelopment Authority members. The City Administrator indicated that the insurance had not yet been extended to cover the HRA members, but that prior to the next meeting, such coverage would be made available. The City Attorney, Mr. David Sellergren, suggested that all Housing and Re- development Authority members receive a copy of the organizational meeting minutes, the By-Laws of the Commission and other related organizational documents. There being no further discussion of the minutes, COMMISSIONER SCHUMACHER MOVED APPROVAL. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. 3. Review of By-Laws The City Attorney, David Sellergren, presented the revised and updated By-Laws as adopted by the Commissioner at the organizational meeting of September 29, 1980. All changes requested by the Commissioners were in order and no further discussion was made of the By-Laws. 4+. New Business Chairman Madsen informed the members of the Housing and Redevelopment Authority that he had been contacted by Mr. Neil Larson, by Krause-Anderson Corporation and by Mr. Gary Santwire, regarding developments in the City of Elk River which may involve the Housing and Redevelopment Authority. Chairman Madsen indicated the contacts at this point in time had been preliminary and no real details were available to present to the Housing and Redevelopment Authority members. The HRA members asked the City Attorney, David Sellergren, what he felt the next best step was for the HRA to pursue in the redevelopment of the City of Elk River. Mr. Sellergren indicated that a typical first step is to generally define the area in which the Housing and Redevelopment Authority will operate, and then within that area, to select specific projects which need Housing and Redevelopment Authority assistance. Mr. Sellergren briefly reviewed the tax increment financing concept and indicated that this method of financing was one way which the Housing and Redevelopment Authority could encourage and assist local developers.
