SPECIAL,MONTHLY MEETING OF THE <br /> ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> HELD AT THE ELK RIVER CITY HALL <br /> NOVEMBER 10, 1980 <br /> Members Present: Chairman Madsen, Commissioners Toth, Schumacher and Hinkle <br /> Members Absent: Duitsman <br /> 1. Meeting called to order at 7:30 p.m. by Chairman Madsen. <br /> 2. Minutes <br /> The September 29, 1980 minutes of the Housing and Redevelopment Authority were <br /> reviewed and discussed by members present. Commissioner Schumacher asked if <br /> the City's insurance had been extended to cover the Housing and Redevelopment <br /> Authority members. The City Administrator indicated that the insurance had not <br /> yet been extended to cover the HRA members, but that prior to the next meeting, <br /> such coverage would be made available. <br /> The City Attorney, Mr. David Sellergren, suggested that all Housing and Re- <br /> development Authority members receive a copy of the organizational meeting minutes, <br /> the By-Laws of the Commission and other related organizational documents. <br /> There being no further discussion of the minutes, COMMISSIONER SCHUMACHER MOVED <br /> APPROVAL. COMMISSIONER TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> 3. Review of By-Laws <br /> The City Attorney, David Sellergren, presented the revised and updated By-Laws <br /> as adopted by the Commissioner at the organizational meeting of September 29, <br /> 1980. All changes requested by the Commissioners were in order and no further <br /> discussion was made of the By-Laws. <br /> 4+. New Business <br /> Chairman Madsen informed the members of the Housing and Redevelopment Authority <br /> that he had been contacted by Mr. Neil Larson, by Krause-Anderson Corporation <br /> and by Mr. Gary Santwire, regarding developments in the City of Elk River which <br /> may involve the Housing and Redevelopment Authority. Chairman Madsen indicated <br /> the contacts at this point in time had been preliminary and no real details were <br /> available to present to the Housing and Redevelopment Authority members. The <br /> HRA members asked the City Attorney, David Sellergren, what he felt the next best <br /> step was for the HRA to pursue in the redevelopment of the City of Elk River. <br /> Mr. Sellergren indicated that a typical first step is to generally define the <br /> area in which the Housing and Redevelopment Authority will operate, and then <br /> within that area, to select specific projects which need Housing and Redevelopment <br /> Authority assistance. Mr. Sellergren briefly reviewed the tax increment financing <br /> concept and indicated that this method of financing was one way which the Housing <br /> and Redevelopment Authority could encourage and assist local developers.
