This Revised Feasibility Study removes the water main looping and street <br />construction on 185th Avenue (North Frontage Road of TH 10). It adds the westerly extension of <br />trunk sanitary sewer and water from the southwest corner of the Sherburne County Government <br />Center through the Hoyt Partners property to Waco Street. These changes in the proposed <br />improvements result in an increased total project cost to $2,677,500.00. <br /> <br />The project is proposed to be funded through three sources: (1) assessments to the benefiting <br />properties, (2) cooperative agreement funds from MnDOT, and (3) Municipal State Aid <br />construction funds. With the revised improvements, the area available for trunk sanitary sewer <br />and water assessments has increased substantially. Added to the proposed assessment role <br />was the remainder of the Hoyt Partners property and S&Z Investment property located west of <br />Waco Street. Still in the proposed trunk sewer and water assessment is the White property <br />(Wapiti Park) and the Roy property (Custom Motors). With these proposed trunk assessments, <br />all properties located north of County Road 30 in the western area will have been assessed for <br />trunk sanitary sewer and water. There are still a few small parcels located in the extreme <br />southwestern area that have yet to be assessed. With this increase in assessable area, the <br />amount of the project proposed to be assessed has increased to approximately $2,000,000.00. <br /> <br />The property owned by Denny Chuba and Rich Kincannon adjacent to TH 10 is not proposed to <br />be assessed, and in fact, is not even mentioned in the Feasibility Study because this property is <br />outside the Urban Service Area. Previously, the property owners petitioned to be removed from <br />the Urban Service Area, and this removal was granted by the City Council. I have talked with <br />Mr. Chuba regarding the possibility of being included in the Urban Service Area again.
