At its June 24, 2002 <br /> meeting the HRA requested clarification on the recommendations contained in these <br /> documents. Ms. Zellie has made additional revisions per the Housing and Redevelopment <br /> Authority's (HRA) request. <br /> Analysis <br /> The purpose of completing the Historic Contexts Study was to provide a framework with <br /> which to evaluate the historic,architectural, and landscape significance of inventoried <br /> properties. To satisfy potential federal requirements, a Phase II Inventory was also done on <br /> the properties being considered in the Downtown Revitalization Project. The Phase II <br /> Inventory determined National Register eligibility of downtown properties and suggested a <br /> direction for future local designations. It is not a local historic district study. <br /> Ms. Zellie found that none of the downtown properties appear to be eligible for the <br /> National Register. With this finding, any of the buildings in the downtown study area'may <br /> • <br /> be razed. The next question is whether or not the properties involved have local historic <br /> significance. <br /> When determining the direction and scope of a project in the downtown area, the HRA and <br /> 411 City Council will have to consider numerous issues. One of these issues is the local historic <br /> significance of the properties affected by the project. It is the charge of the city's Heritage <br /> Preservation Commission (HPC) to review and make recommendations regarding local <br />
