Park Dedication shall be paid for one dwelling unit at the rate applicable when the subdivision is <br /> released for recording. The 2015 rate for residential is $3,712 per dwelling unit. <br /> 2. Surface Water Management Impact Fee shall be paid for one dwelling unit at the rate applicable <br /> when the subdivision is released for recording. The 2015 rate for rural residential is $110 per lot. <br /> Overview <br /> The applicant proposes to split his 17.3-acre property into two lots, creating one new buildable lot and <br /> one lot for the existing home. <br /> Background/Discussion <br /> The property is west of Elk Lake Rd and generally south of 217th Ave and is zoned R1-a with minimum <br /> lot size of 2.5 acres. The proposed parcels are 6.14 and 10 acres in size. <br /> Comprehensive Plan <br /> The subject property has a Rural Residential Land Use. Rural Residential uses are guided to be <br /> developed as residential use in areas outside of the Urban Service Area that are not currently served by <br /> municipal sewer and water. The predominant land use in this area is single family detached homes. <br /> Parks <br /> Section 30-392 (e) indicates subdivisions shall be submitted to the Parks and Recreation Commission for <br /> review of park dedication requirements. The Commission recommended that Park Dedication shall be <br /> paid for one dwelling unit at the rate applicable at the time the lot split is released for recording. <br /> Environmental <br /> A wetland delineation was completed as part of the platting process and has been accepted by the city. A <br /> drainage and utility easement is provided around each wetland to preserve the required 45-foot structure <br /> setback as required by Sec. 30-1852 of the Elk River City Code. <br /> POWERED 9r <br /> UREI <br />
