Item 4.l a City of Elk Special Workshop Meeting of the Elk River River Housing and Redevelopment Authority Held at the Elk River City Hall Monday,July 6, 2015 Members Present: Chair Wilson,Commissioners Burandt,Chuba,Kuester,and Toth Members Absent: None Staff Present: Economic Development Director Amanda Othoudt,Economic Development Specialist Colleen Eddy,and Recording Secretary/Sr. Administrative Assistant Debbie Huebner I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:00 p.m. by Chair Wilson. 2. Consider 7/6/15 Workshop Agenda Moved by Commissioner Toth and seconded by Commissioner Chuba to approve the June 6,2015, agenda. Motion carried 5-0. 3. Discuss 2015 HRA Strategic Plan and Goal Setting Amanda Othoudt presented the staff report. Ms. Othoudt reviewed priorities and strategies for 2017 —2020,including Business Development,Redevelopment and Rehabilitation, Community Brand,and Transportation. She provided details of new actions steps proposed by staff to accomplish the HRA's goals,as well as removal of steps in the current plan that have already been accomplished. Discussion was given to staff's proposal to include participation by the HRA,along with the EDA and Councilmembers,at BRE visits. The HRA concurred this was a good idea.They also discussed the importance for employers of having available/affordable housing for their employees. Ms. Othoudt noted that the housing study will provide valuable information about the city's housing needs. Ms. Othoudt reviewed the division performance measures and goals for 2016. Budget topics of discussion included: updating the city's website regarding the EDA and HRA,working with Golden Shovel,increasing promotional items,trade show attendance,assistance programs,and increased marketing to businesses such as craft breweries and medical device manufacturing.
