R3ver <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br /> MEMORANDUM <br />Mayor and City Council <br />Joan Schmidt, City Clerk <br />June 7, 2004 <br /> <br />2 a.m. Closing for Liquor Establishments <br /> <br />Item ~ 5.10. <br /> <br />Robert Tousignant, General Manager of Timeout Restaurant, has asked that the City Council <br />discuss allowing liquor establishments to remain open until 2 a.m. <br /> <br />BACKGROUND <br />At the June 23, 2003 City Council meeting, the Council directed staff to send letters to the <br />local liquor establishments informing them of this issue to be discussed at the July 14, 2003 <br />City Council meeting. <br /> <br />At the july 14, 2003 city Council meeting, no one from the local liquor establishments was <br />in attendance. No feedback from residents or businesses had been received. It was stated <br />by Councilmember Kuester that she could see proceeding with the 2 a.m. closing if the city <br />had any requests from liquor establishments but since the city had received none, there was <br />no reason to move forward. It xvas the consensus of the Council to put this item on hold <br />and wait to see if any comments are received or if neighboring cities pursue the 2 a.m. <br />closing. <br /> <br />At that time the cities of Andover, Anoka, and Ramsey had been contacted and no action <br />had been taken. Recendy staff has received the following information. <br /> <br />Big Lake - no requests for 2 a.m. closing. <br />Rogers - has not changed its ordinance to allow a 2 a.m. closing. <br />Ramsey - changed their ordinance effective May 20, 2004 to allow 2 a.m. bar closings. Two <br />establishments have applied and paid for a permit to stay open the added hour. One <br />establishment has opted to not stay open later. The staff member felt that four <br />establishments might consider applying for the 2 a.m. closing at the time of renewing their <br />liquor licenses. The City of Ramsey is charging a fee of $300. <br />Otsego - has not changed its ordinance to allow a 2 a.m. closing. They have not had any <br />requests. <br />Anoka - will be on their next meeting agenda for consideration. <br />Andover - will be on June 15 council meeting agenda for consideration. <br /> <br /> <br />
