Surface water management fee be paid in the amount required by the city (currently <br />$1,287 /acre)prior to releasing the Final Plat for recording. <br />2. A development plan shall be approved by the city engineer prior to the issuance of building <br />permits. <br />3. A wetland delineation report must be completed and accepted by the city. <br />4. A 45 foot easement around all wetlands shall be added to the Preliminary Plat. <br />Background /Discussion <br />The applicant is requesting preliminary plat approval for Aggregate Commercial Third Addition. The <br />subject property is Oudot B of Aggregate Commercial and is ten acres in size. By ordinance, outlots are <br />not allowed to be developed. <br />The property is zoned Commercial Reserve Transition (CRT) and as part of their zone change request <br />(ZC 15 -06) would be rezoned to Extreme Commercial Recreation (XCR). <br />There is a building on the property and it meets the setback requirements for the CRT and proposed <br />XCR districts. The building was constructed prior the property being platted (Aggregate Commercial). <br />In order for the applicant to build their proposed expansion (CU 15 -10), the property needs to be platted. <br />Transportation/ Circulation <br />The subject property has access to Highway 169 at the 217`h Avenue alignment. With the exception of <br />the southern 20 feet, the entire western property line will have limited access to Highway 169 as noted on <br />the preliminary plat. <br />Utilities <br />The subject property is not located in the Urban Service District. Although the current project does not <br />require city services, some of the proposed permitted and conditional uses in the XCR district will require <br />city services and this will have to be addressed in the future. This area, as shown in the Comprehensive <br />Plan, is not anticipated to have city services until beyond 20 years. <br />II V I R I I IT <br />ATURE <br />
