Eclty1� ,.,�� Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 10.2 <br /> Agenda Section Meeting Date Prepared by <br /> Work Session July 6, 2015 Justin Femrite, P.E., City Engineer <br /> Item Description Reviewed by <br /> Review of East Elk River Traffic Concerns Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Council information. <br /> Background/Discussion <br /> At the June 1, 2015, meeting Councilmember Wagner asked for staff to review two separate traffic related <br /> concerns east of TH 169. <br /> Main Street and Line Avenue Intersection—request to look at installing a right turn lane for southbound <br /> Line Avenue approaching Main Street. The layout of this intersection has previously been reviewed for <br /> operational efficiencies. There is no ability to shift lanes or make changes within the existing roadway <br /> that would provide congestion relief. The capacity and operation of this intersection is directly affected <br /> by the Main Street and TH169 intersection. Adding a right turn lane by moving the west curb line and <br /> signal pole would provide very limited improvements to the flow or capacity of the intersection. <br /> Contributing to the existing condition is the decision that was made in 2000 allowing the connection of <br /> Line Avenue with CSAR 13 to be made at an additional cost of$60,000 at that time. Staff recommended <br /> to cul-de-sac Line Avenue so CSAR 13 traffic could not"cut through" on Line Avenue. It is this "cut <br /> through" traffic that is creating the heavy amount of right turns to be made. The cut through traffic also <br /> inhibits northbound Zane movements westerly. Motorists complain about the light changing before all <br /> of the traffic has cleared. The staff report and minutes from that meeting are attached. <br /> In 2010 a geometric study was completed to look in closer detail to what ultimate improvements should <br /> be made to handle the traffic in this area. The attached figure shows the proposed street layout <br /> recommended with this study. <br /> Staff is looking for direction on how the Council would like to proceed. Options are as follows: <br /> ■ Maintain our current path seeking operational efficiencies at this intersection through installation <br /> of adaptive signal controls (pending funding by MnDOT for the system on TH169). <br /> ■ Study options of installing a cul-de-sac on Line Avenue. <br /> ■ Complete a preliminary engineering report further detailing finite costs,right-of-way impacts and <br /> property acquisitions necessary to complete ultimate improvements recommended in the 2010 <br /> study for this area. <br /> ■ Get bids to move curb line, storm sewer and signal pole to construct a right turn lane (estimated <br /> around $75,000). <br /> POWERED 6T <br /> A IR <br />
