A joint <br /> meeting was held between the HRA and City Council to confirm that both governing <br /> bodies have a mutual understanding of current redevelopment efforts within the <br /> downtown. The current phase of the City's redevelopment process was to send out <br /> Requests for Proposals. <br /> Request for Proposals <br /> Requests for Proposals, or RFPs, were sent to approximately 98 developers on March <br /> 8, 2002. The list of 98 developers was composed of local developers, a list provided by <br /> Ehlers & Associates, and by request. The following items were included in the <br /> Request for Proposal packets: <br /> • Elk River Market Study Executive Summary (prepared by Maxfield Research, <br /> Inc.) <br /> • Elk River Housing Study Executive Summary (prepared by the Central MN <br /> • Housing Partnership) <br /> • Traffic Counts <br />
